About the World Justice Project EUROVOICES
The World Justice Project EUROVOICES evaluates, analyzes, and maps out national and regional variations in how people in the EU perceive and experience democratic governance, fundamental rights, justice, safety, corruption, transparency, regulatory enforcement, and the business climate.
It is an independent research project conducted by the World Justice Project, with the support of the European Commission Directorate General for Regional and Urban Policy (DG REGIO).
What we measure
EXPERT SCORECARD PEOPLE'S VOICES
The Expert Scorecard scores regions and countries on a scale ranging between 0 and 1—with 1 being the highest possible score—on 49 dimensions of the rule of law, as evaluated by more than 8,000 legal practitioners and academics. It is based on data from 4 different questionnaires on criminal justice, civil justice (2 versions), and governance.

People's Voices covers 280+ questions on a wide range of rule of law issues and is presented as percentage of respondents, on a scale from 0 to 100. Results were analyzed from a representative sample of over 64,000 completed surveys and can be disaggregated by sex, income level, age, and degree of urbanization.

How we measure
The World Justice Project EUROVOICES builds upon the WJP Rule of Law Index® and the WJP Mexico States Rule of Law Index. Its conceptual framework is broader, tailored to the reality of the European Union, and was developed by our researchers, in consultation with academics, members of civil society, and practitioners in the EU.
Our set of five questionnaires were translated into several languages and adjusted to reflect commonly used terms and expressions. In total, there were more than 880 questions answered by representative samples of the population (more than 64,000 respondents) and legal experts (more than 8,000) at the local level.
Who is it for?
World Justice Project EUROVOICES is aimed at policy makers, academics, students, analysts, activists and the media. Our hope is that it will empower decision makers to identify evidence-based policy priorities that equitably advance sustainable development and reinforce a critical EU founding principle: the rule of law.
